IS Ezekiel chapter 31 talking of a time before adam & eve.?

A certain preacher explained this as being the story of satan, & the third of the spirits that fell out of grace, & were banished to hell. I am confused. I know that most will not read this chapter, so if you a bible scholar please add your impute to this ?
