How are chameleons able to change their color?

Are they able to see color? (But dogs can't?) Do they consciously choose to change color to blend in with their background? Why are chameleons able to change their color while other animals cannot? Wouldn't the ability to change color be an environmental advantage? Why is it that so few other creatures have adapted that way?
