Should a part of the Rockaways be "gentrified" into a resort area?

I like that idea. It will bring more ppl into the city. However, I would hope that it would be a place where EVERYONE can go and enjoy the amusement parks and attractions at anytime (day or night) unlike Coney Island which can be ghetto especially during the summer months.
